Many, large US-based businesses are global. They are big. Some generate most of their money from overseas.
Because the US has the heaviest tax rate compared to other industrialized countries, many of these large companies are holding their money overseas to avoid a huge tax bite. There is no law against doing this. They have no moral or legal obligation to bring their money back home.
Several very large companies, recently, have made plans to move their business overseas where the tax laws are more favorable. This is a shame to see companies leave the US. But, again, there is no moral obligation to stay in the US.
In the meantime, the Highway Trust Fund is nearly broke. Legislators won't raise fuel taxes because of the upcoming elections. Yet, taxes have not been increased for some time.
Senator Rand Paul is asking for some changes in our tax laws that will provide much lower tax rates for those companies that are holding money overseas. If done properly, it could bring Billions of dollars back to the US some of which would be used to fund the Highway Trust Fund. I think this is an attractive alterntive.
Time will tell and you will hear a lot about the depleting Highway Trust Fund in the very near future.
